In May 2026, Thorn published the report “Advancing Response to Sadistic Online Exploitation in Networked Youth Environments: Insights & Recommendations From the Field“, offering one of the most comprehensive examinations to date of the growing phenomenon of Sadistic Online Exploitation (SOE) and its impact on children and adolescents in digital spaces.

Based on interviews with 35 practitioners across eight countries and a review of more than 50 sources, the report explores how youth-driven online networks are creating environments where violence, humiliation, coercion, and exploitation become mechanisms for belonging, social status, and group identity. Rather than functioning as isolated incidents of abuse, these networks operate as interconnected ecosystems that can rapidly escalate harm and make disengagement increasingly difficult for young people.

The research highlights that SOE extends beyond child sexual exploitation alone, often intersecting with cybercrime, coercive control, self-harm, suicide encouragement, animal cruelty, targeted violence, and extremist online subcultures. This multidimensional nature challenges existing child protection, law enforcement, mental health, and safeguarding frameworks, which are typically designed to address individual forms of harm rather than complex, overlapping threats.

Among its key findings, Thorn identifies the need for earlier recognition of warning signs, stronger cross-sector collaboration, improved intelligence-sharing mechanisms, and the development of prevention and disengagement pathways for vulnerable young people. The report emphasizes that effective responses must address not only harmful behaviours but also the underlying needs for belonging, identity, and social connection that these networks exploit.

The publication is particularly relevant to the themes of the Connect to Protect – Children & Youth at Risk International Conference, which will take place in Athens, Greece, on 5–6 October 2026. As child protection professionals, researchers, policymakers, mental health experts, and technology stakeholders gather to discuss emerging risks affecting children and youth, the findings of the Thorn report provide valuable evidence on one of the fastest-evolving threats within contemporary digital environments.
